SPEECH DELIVERED BY THE SECRETARY OF PROGRAMME (SOP) AT THE IN-HOUSE SENSITIZATION WORKSHOP FOR HEADS OF UNITS & SCHEDULE OFFICERS HELD ON WEDNESDAY – THURSDAY 19TH – 20TH JULY, 2017 AT ATIKU ABUBAKAR HALL, BLOCK A, FIRST FLOOR, FEDERAL SECRETARIAT, PHASE II, ABUJA
PROTOCOL
The In-house Sensitization Workshop is designed by the Office of the Senior Special Assistant to the President on Sustainable Development Goals (OSSAP-SDGs) anchored by the Procurement Unit; to update Heads of Units and Schedule Officers on the various processes involved in carrying-out Government procurement activities in line with the Public Procurement Act, 2007 (PPA. 2007).
This workshop is coming at this auspicious time of change mantra in the life of this administration. Amongst other things, the Heads of Units and Schedule Officers after the workshop are expected to have in depth understanding of the PPA, 2007. They would be better informed on the preparation of their respective procurement plans, approval thresholds would also be better understood.
The workshop is also expected to have the following outcome:
- Approving Authorities
- How No Objection Certificate(s) are obtained from the Bureau of Public Procurement
- How the Terms Of reference (TOR) and Request For Proposals (RFP) are prepared for each Consultancy Services
My dear Colleagues, Participants; the essence of this In-house Sensitization workshop would also be better understood when the need arises for auctioning of government vehicles and unserviceable items.
The workshop would highlight and educate participants on the key roles of Project Monitoring and Evaluation in ensuring that government gets value for money spent in the procurement of various projects. Similarly, the initiation of payment process in the procurement circle would also be treated including offences as a result of violation of any section of the PPA, 2007 etc.
In conclusion, as I declare open this in-house sensitization workshop on behalf of the SSAP-SDGs, I enjoin you all that this workshop would be worthwhile in the pursuit of government having a robust virile economy for the betterment of its Citizenry through the efficiency of the Officers of the OSSAP-SDGs which this workshop is intended to kick start amongst the Participants.
